The California Coastal Commission defines a seasonal wetland as an area having at least one of three parameters: 1) a hydrophytic vegetation plant species, 2) hydric soil showing chemical evidence of standing water 3) or standing water some part of the year. Red Willow (Salix laevigata) is such an indicator species This patch of Red Willow along Palmetto Ave was deemed indicative of a seasonal wetland.
